This program is administered under the North Carolina Grant Management Standards (NCGMS v2.1, NC Department of Revenue). Applications go through (1) an eligibility and completeness review, (2) a substantive scoring review by program staff and external peer reviewers, and (3) an award decision by the executive director or governing board.

Current on all prior state grant reporting and audits (no unresolved findings)

Award terms

Payment basis: Reimbursement (cost-incurred)
Local match: 25% non-state share
Reporting: Quarterly Progress + Financial Status (NCGMS v2.1)
